Yes, because around eighty percent of the members of the congress are district representatives, representing a particular geographical area from Luzon, Visayas, and Mindanao. There are 234 legislative districts in the country, each composed of about 250,000 people, as well as the party-list representatives elected through the party-list system who constitute not more than twenty percent of the total number of representatives.  

As there are 238 congressional districts, there are 59 party-list representatives, for a total of 297 congressmen—it creates a culturally diverse branch of the government.  This means that a culturally diverse workplace comprises different learning styles, different means of problem-solving, and different perspectives on solutions, which is healthy in lawmaking. Inclusion brings in diverse different talents, ethnic backgrounds, values and perspective together working towards a common goal using different sets of skills that ignites their loyalty and increases productivity.
